Malaysia has ordered an immediate suspension of all new refugee registrations by the United Nations High Commissioner for Refugees (UNHCR).
The move comes as part of a broader government strategy to overhaul its refugee management system, which oversees hundreds of thousands of displaced persons across the country.
The decision allows the government to assume direct control over refugee documentation through its own Refugee Registration Document (DPP) framework, Deputy Foreign Minister Lukanisman Awang Sauni told the Senate, as reported by Free Malaysia Today.
Under the new DPP framework, Malaysian authorities will no longer rely on data or records provided by third-party organizations.
Instead, the government will directly oversee identity verification, documentation, and regulatory enforcement through a standardized, state-managed process, the deputy minister explained.
He added that the DPP framework will enforce strict eligibility criteria for refugee status, while authorities collaborate closely with law enforcement agencies to curb irregular migration.
Concurrently, Malaysia is preparing to repatriate approximately 5,000 Myanmar nationals currently held in immigration detention centers, using Malaysian naval vessels for transport.
However, Deputy Foreign Minister Lukanisman noted that the execution of the repatriation plan remains contingent on whether authorities in Myanmar are prepared to receive them.
The suspension of UNHCR registration coincides with an intensified nationwide crackdown on undocumented migrants across Malaysia.
On July 13, more than 870 security personnel executed coordinated raids across 18 locations nationwide. The operation led to the arrest of 503 foreign nationals, including 101 Myanmar citizens—among whom were roughly 30 undocumented ethnic Chin migrants.
Malaysian authorities stated they have identified more than 200 “hotspots” nationwide where undocumented migrants are suspected to be residing.
In response to the heightened enforcement, the Malaysia Myanmar Association (MMA) and regional migrant worker advocacy groups have urged Myanmar nationals in the country to exercise extreme caution at their workplaces and residences, and to carry valid identification at all times.
According to UNHCR data, Malaysia hosts approximately 215,600 registered refugees and asylum seekers. More than 89 percent originate from Myanmar—including a substantial Rohingya population—with the remainder arriving from nearly 50 countries, including Pakistan, Yemen, and Syria.
Refugees from Myanmar have sought sanctuary in Malaysia for over three decades. Arrivals surged dramatically following the 2017 military crackdown against the Rohingya and the February 2021 military coup, as escalating armed conflict and political turmoil continue to drive displaced populations across borders.
