    Local administration restricts use of Internet, communication devices in Chin’s Lawktu area

    The Lawktu People’s Administration Team announced on 16 June that it has prohibited freedom of expression, as well as the use of communication devices and internet installations for local residents in the Lawktu area of Chin State.

    The local administration released an eight-point set of restrictions for residents, requiring them to cooperate with “revolutionary awareness” regarding the installation and use of communication devices and social media.

    The announcement prohibits any writings that could undermine public unity or hinder the revolutionary process.

    The administration stated that installing or using WiFi communication equipment for personal or commercial purposes without its approval is prohibited. Any existing personal WiFi devices must comply with the rules set by the Lawktu People’s Administration Team.

    Regulations stipulate that sharing or distributing information, photos, or locations that could compromise security is prohibited. Taking photos, recording audio, or shooting videos in restricted areas is also forbidden.

    No one is permitted to operate any drones or other flying devices in Lawktu airspace without authorization, except for defense personnel on duty.

    Attempts to contact the Lawktu People’s Administration Team regarding this announcement were unsuccessful.


    U Han, from the Myanmar Internet Project (MIP) and Spring Revolution Security (SRS), said that the local administration should value communication freedoms during regional reconstruction and carefully balance security concerns with access to communication.

    “Chin State is one of the regions where internet access has been entirely cut off. In such areas, the right to use the internet is critically important. Efforts to provide internet access must prioritize protecting the public’s rights to free expression and access to information. If these freedoms are undermined, it will not lead to positive outcomes,” said U Han.

    U Han continued: “In areas where internet access is restricted, efforts to restore connectivity must avoid imposing limitations, bans, or controls that curtail the public’s rights to free expression and information. Only then can we create a favorable environment and promote human rights.”

    The Lawktu People’s Administration Team stated that individuals or businesses seeking to operate communication services in the area must obtain its approval. Unauthorized operations are prohibited, and violators will face action in accordance with decisions made by the Lawktu People’s Affairs Council.

    Since 2024, the Lawktu People’s Administration Team  has been working with WiFi internet installation businesses under contractual agreements to improve the area’s communication systems, according to the administration.

    The local administration has also urged residents to comply with specific communication directives and other periodically issued regulations, encouraging unified participation in revolutionary and related efforts to support the area’s goals.
